Two different numbers: withholding and tax
When you claim a large prize, the lottery withholds a set percentage for state tax. That is a prepayment. Your actual state tax is figured on your return at the state's regular rates, so it can be higher or lower. Maryland, for example, withholds 9.5% from residents, while its top income tax rate in 2026 is 6.5% before county tax. The lottery tax calculator estimates both.
Notes on specific states
- No income tax on lottery prizes: Florida, New Hampshire, South Dakota, Tennessee, Texas, Washington and Wyoming.
- California does not tax California Lottery winnings, including Powerball and Mega Millions (Franchise Tax Board).
- New Jersey taxes prizes over $10,000. It withholds 5% from payouts of $10,001 to $500,000 and 8% above $500,000.
- New York withholds at the year's highest state rate (10.9% in 2026). New York City residents also owe city tax of up to 3.876%; Yonkers residents owe a surcharge of 16.75% of their state tax.
- Maryland, Indiana, Ohio and Michigan have county or city income taxes that this table and the calculator do not include.
- Alabama, Alaska, Hawaii, Nevada and Utah do not sell Powerball or Mega Millions.
Common questions
Which state has the highest tax on lottery winnings?
New York has the highest top state rate, 10.9% in 2026, and New York City residents add up to 3.876% in city tax. California has a higher top income tax rate, 13.3%, but does not tax California Lottery prizes.
Do you pay state tax on lottery winnings if your state has no income tax?
Not to your home state. Florida, New Hampshire, South Dakota, Tennessee, Texas, Washington and Wyoming do not tax lottery prizes. If you bought the ticket in a state that does tax them, that state may still withhold tax from your prize.
Is state withholding the same as the state tax I owe?
Not always. Withholding is a flat percentage taken when you claim. Your actual state tax is calculated on your return at regular rates, so you may owe more or get a refund. Maryland withholds 9.5% from residents, for example, more than its 6.5% top state rate.
